The Quarterly Performance Review Retreat for Heads of Circuits and Heads of Divisions and their deputies with the Case Backlog Monitoring Committee for Quarter II is underway at the Imperial Golf View Hotel, Entebbe.
The meeting was chaired by the Deputy Chief Justice, Hon. Justice Richard Buteera, who doubles as Chairperson of the Case Backlog Monitoring Committee to evaluate performance, set targets for the next quarter and caseload management.
The meeting was convened by the Principal Judge, Hon. Justice Dr Flavian Zeija, to provide a platform for us all to share, learn, benchmark on best practices and get insights on how to enhance performance and serve the population of Uganda better.
The Deputy Chief Justice stated that the challenges generated at the respective stations have been highlighted and strategies put in place to reduce or eliminate case backlog must be adhered to.
He emphasized the need to work together with other justice actors to promote coordination, cooperation and collaboration of Justice Institutions.
"My Lords, I am happy to also note that we managed to improve our performance in the 2nd Quarter of the F/Y 2023/2024 compared to the previous Quarters. We must lay strategies to improve for better results in this F/Y 2023/2024," the Deputy Chief Justice said.
He urged the Judges to address the issue of delayed delivery of Judgment and rulings. "Decisions of Court should as much as possible be delivered within 60 days from the date of hearing and closure of submissions."
"My Lords I also implore you to write quality Judgments and Rulings. This is because Judgments live beyond us and are permanent records read by everybody."
The issue of delayed judgements and rulings was echoed by the Principal Judge who observed, "Delayed judgements and rulings is still a major concern of many court users. We must strike a balance between hearing of cases and delivering decisions. Kindly avoid issues of accumulating many pending judgments to avoid causing unwanted frustrations to litigants."
The Chief Registrar, HW Sarah Langa Siu thanked the Judges for turning up to deliberate on the different issues affecting performance of the Courts.
The moderator for the Retreat is HW Rosemary Bareebe, the Registrar High Court.
The retreat is funded by Government of Uganda in partnership with the International Development Law Organization.
